I go to school in berkeley but originally from la. I get all my mods done by a place near home (LA) , but i still want to add mods to my car while in the bay area =D. Can anyone recommend a place near berkeley/oakland where I can trust? thanks!!

Welcome! What kind of mods are you talking about? There is a group of us who get together up here in the bay area. I am in SF, but the majority live down in San Jose. We are always willing to help out with working on the cars, going for drives, or just hanging out. So if you are up for it start watching the bay area thread, and whenever you need help, or wanna have a meet just post up.

I need to either get a ring and valve job or rebuilt a GT motor with only 74,000 miles. It is burning 1 quate every 300 to 400 miles.

We bought the car used from Concord Mitsu. They said to monitor the oil loss, which we did, but ultimately they said that we could pay $1,500 to tear it down and look for the cause. If they found it to be a warranty problem, they will fix it. If not, I would have a torn apart car. Nice.

Well, Concord Mitsu will not stand behind the car they sold us. Although they said that we should track the oil consumption (which we did) and that they would take it from there, they didn't. So now we need to either rebuild the motor or by and install a used one. We are looking at the later to minimize the down time.
So, back to square one. Is there a garage in the Bay Area that we can trust to take the car?
